To raise national awareness for the UK Government’s energy initiative, Crown Commercial Services launched an innovative programmatic Digital Out-of-Home (DOOH) campaign powered by real-time environmental data.
Rather than relying on traditional static outdoor advertising, the campaign transformed digital roadside screens into responsive sustainability signals. Across 32 strategic locations in major UK cities including Birmingham, Manchester, and Liverpool, 40 premium DOOH screens dynamically adapted their messaging based on the country’s carbon intensity levels.
Leveraging real-time environmental data for contextual DOOH
A key objective of the campaign was to maximise contextual relevance in Digital Out-of-Home advertising. Instead of delivering impressions continuously, the campaign used data-driven triggers to activate creatives only during the most meaningful environmental moments.
At the core of the activation was a custom Carbon Trigger, developed through the collaboration between Flux and Displayce. This technology allowed three adaptive creatives to automatically activate only when national grid carbon intensity was at its lowest, ensuring that each impression appeared when the environmental state was most aligned with conscious energy use.
The Carbon Trigger continuously monitored the carbon intensity of the UK’s national grid. When carbon levels reached their lowest points, the DOOH campaign automatically activated across the selected digital screens. This “green-only” logic ensured that messaging about energy awareness appeared precisely when clean energy was at its peak.
Strategic roadside screens for maximum national visibility
To maximise both reach and contextual impact, the campaign focused on high-traffic roadside DOOH environments. The screens were strategically positioned along major commuter routes in cities such as Birmingham and Manchester, enabling the campaign to intercept citizens during their daily transit moments.
These placements delivered strong visibility while reinforcing the urgency of the environmental message. By capturing audiences during routine travel, the campaign ensured that sustainability messaging appeared in high-density contexts with significant audience flow. This strategy successfully balanced national reach with hyper-local contextual relevance, demonstrating the strength of programmatic outdoor advertising for public awareness.
Strengthening the credibility of government sustainability initiatives
Beyond visibility, the campaign was designed to reinforce the credibility of the UK Government’s sustainability efforts. By activating the creatives exclusively during low-carbon periods, the campaign aligned the government’s messaging directly with its actual environmental footprint. The campaign’s media carbon emissions were 7 times lower than a traditional DOOH campaign.
This “lead-by-example” approach made the campaign more authentic and impactful. Instead of presenting sustainability messaging in isolation, the DOOH activation connected the message to live environmental data, strengthening trust and setting a new benchmark for responsible public communication. The result was a campaign where advertising became a real-time indicator of environmental responsibility.
