In a context where technological advances are transforming our daily lives, the Fondation pour l’Enfance published in October 2024 a concerning report on the increasing use of generative artificial intelligence (AI) by sexual predators. This document highlights the insidious dangers posed by this technology, now being used as a powerful weapon against children.

According to data from the Office mineurs (OFMIN) of the French police, 40% of cases involving child sexual abuse materials (CSAM) have led to direct rapes and sexual abuse on underage people. Generative AI is capable of creating increasingly extreme and violent content and raises concerns about a potential increase in addictive behaviors among consumers, thereby heightening the risk of direct abuses on children and teenagers.

The report identifies three major challenges in protecting minors from AI-generated child sexual abuse online :

1 – Identifying and protecting children victims of online and offline sexual abuses,
2 – Implementing a strong and coordinated legal and political response,
3 – Combating the intensification and normalization of sexual violence.

The Fondation pour l’Enfance calls for collective mobilisation in the face of this emerging threat and advances 14 recommendations aimed at preventing, detecting and sanctioning AI-generated CSAMs.
