Nebreda acknowledged that Spain “has all the technical requirements to become an artificial intelligence hub.”

Gabriel Nebreda, CEO of Nostrum Group, took part in the 2nd Energy Observatory organized by El Español and Invertia to defend the company’s commitment to Spain as a European hub for data centers, while also calling for a more stable regulatory framework.

Nebreda also acknowledged that Spain “has all the technical requirements to become an artificial intelligence hub,” although he warned that this “will not be enough without clear and stable regulation and streamlined permitting timelines.” According to the executive, data centers must be “located close to urban centers, be scalable, and show an absolute focus on energy efficiency and water savings,” as well as being designed “with sensitivity to the specific needs of AI.”

Among the projects in the company’s pipeline, totaling500 MW, one in Badajoz stands out, with more than 300 MW of capacity and construction scheduled to begin in 2026.

He also took the opportunity to offer a critical reflection on the technological race: “Europe—and Spain even more so—has missed three of the four gateways to the digital future.” The first is software, the second hardware, and the third usability. “Only the fourth remains: infrastructure, an area in which we are particularly well positioned.”
