Was the beautiful, brutal, and pathetic little manhunt against a certain open-source protocol just the necessary groundwork for this beautiful deal? A masterpiece of long-term strategy, Joacim. OpenAI for Germany marks more than a technology launch; it’s a test case for Europe’s approach to digital sovereignty. AI adoption in the public sector is not just about efficiency gains. It’s about whether states can audit, govern, and ultimately own the infrastructure their services depend on. Without this, the risk is that sovereignty remains a principle on paper while operational reality drifts elsewhere. The partnership between SAP, OpenAI, and Microsoft is designed to close that gap: 1. Delos Cloud on Azure promises strict sovereignty, security, and compliance. 2. Applied AI in workflows could free millions of employees from administrative burdens and redirect effort toward human-facing services. 3. Infrastructure investment (4,000 GPUs, sovereign scaling) signals that Germany wants to anchor AI capacity domestically, not just consume it. The opportunity is clear: set a European benchmark for sovereign AI. The challenge will be execution; ensuring transparency, verifiable safeguards, and standardized audit paths. Sovereignty is not an add-on; it is the architecture. If OpenAI for Germany can prove this, it will redefine how governments across Europe adopt AI.

Sovereignty isn’t the greatest risk concerning IT. It’s using a model only available be a certain vendor resulting in a vendor lockin.
